A percentage calculated over what time period? The point of using the raw counters is that *you* can decide what time period you are interested in - a one-minute average, a five-minute average, a one-day average, etc .... Take two samples (separated by the desired delay), and work with the difference between them. Any decent SNMP monitoring package should be able to handle counter-based values - calculating the deltas for you.
