We don't currently have Windows binaries for the latest release (5.3.0.1), but if you expand the tree "5.2.2 binaries", you should see two downloads "net-snmp-5.2.2-1.win32.exe" and "net-snmp-5.2.2-ssl-1.win32.exe" (without and with SSL support respectively). I'm sure that 5.3.0.1 versions will appear in due course.
