OK - so during the RESERVE2 pass processing, you build up the
lower-level request PDU, one varbind at a time. Then in the ACTION
pass for the first varbind, you send this request to the lower level
system, and unpick the response during the rest of this pass.
Alternatively you could send it as the last action of the RESERVE2
pass - and process the results in the ACTION pass as before.
Basically, you've got four passes to work with, and you can divide up
the processing any way you like. The only thing to be aware of is
that the last (COMMIT) pass "must not" fail, since there's no way to
recover.
