Dave,

         Steps to reproduce the problem.

1.Configure a user by adding "createUser antony MD5 joseph123" in the /var/net-snmp/snmpd.conf file.
2.add the line "rouser antony" in /usr/local/share/snmp/snmpd.conf
3. start the agent and open the /var/net-snmp/snmpd.conf  file you can see a usmUser line in it.
4.Now stop the agent by giving a kill -9 agent_pid.
5.Now open the /usr/local/share/snmp/snmpd.conf file and add "trapsess -e engineId -l authNoPriv 
   -u antony -a MD5 -A joseph123 10.255.6.33:162"
6.Now start the agent and open the /var/net-snmp/snmpd.conf  file ,the usmUser line will not be there.

No - that should be working OK.
I've tried to reproduce your problem, without success.

I'm afraid that I'm stumped here - I really don't understand what's
causing the usmUser line to disappear.

Anyone else got any ideas?
