If you are using the Fedora-supplied RPMs, they separate the Net-SNMP suite into two (net-snmp and net-snmp-devel). If you're writing code using this software, you need both RPMs. If you are using our RPMs, we do *not* make this disctinction - there is only one net-snmp-supplied RPM, which provides the same functionality as both of the Fedora ones.
