Two problems:
1) It's expecting to use SNMPv3.
Try
snmpset -v 1 -c public switch.fqdn ifDescr.1 s "Hostname"
2) ifDescr is not writable.

ifDescr OBJECT-TYPE
SYNTAX DisplayString (SIZE (0..255))
MAX-ACCESS read-only <====
