a)  It means that the agent attempted to apply this new value,
     failed to do so successfully, and also failed to restore the old
     value.   The agent is therefore left in an unspecified state.

b) Given that this looks like a single assignment, it should be
    relatively straightforward to either validate the request, or
    (at the very least) back out again cleanly.
       This error therefore means that the person who programmed
    the MIB module was slapdash and sloppy!
