We don't distribute the tools individually.
You'll want to pick up the appropriate bundle from the "net-snmp binaries"
package, from the project's Source Forge pages. See
http://sourceforge.net/project/showfiles.php?group_id=12694&package_id=162885
We've only just released 5.4.1, so there isn't a Windows binary package
for that version yet, but there are a selection of options for 5.4.
