Filtering the output is best handled at the client side.
I.e. write a dedicated client tool that will hide inactive rows.

Trying to have the agent guess whether or not to handle such
entries is not sensible.   That isn't the way SNMP works.
Invalid or NotInService rows are perfectly valid, and the
agent should report them along with Active rows.
