        Not a good choice.  As stated in the description, the SnmpTagValue has 
specific semantics, and should not be used in a situation where tags are not 
needed (and I'm not getting into what tags are - that causes headaches all the 
way around).  Best to just declare an OCTET STRING and declare the charset in 
the description.
