If the intent is to create a suitable configuration to get the agent
up and running,
then I suggest you don't bother with "snmpconf", and simply create the
snmpd.conf
file by hand.   It's a straight text file, and can be created using
any standard editor.
  The single line

        rocommunity public


should be sufficient to get you started.
