The mailing list 'net-snmp-announce' is used for announcing new releases, and this message typically includes a list of the significant changes included in that release. In addition, the source tarball for each release includes both the file ChangeLog (listing *all* the changes made since the last release) and CHANGES (listing the more significant ones - the tracker numbers for bug fixes and patches, etc).
