Yes. The Net-SNMP agent supports all three versions of SNMP, and is widely used to implement both private and standard MIBs. There is more information about developing new MIBs on the project website. See the Tutorial section, and the FAQ entry "How do I add a MIB to the agent" for a suitable starting point.
