The snmpCommunityTable is defined in RFC 3584,
which is not itself part of the SNMPv3 specs  (RFC 341x)

The Net-SNMP agent has an alternative, configure-based mapping
between community strings and security names.  As far as I know,
there is not currently a MIB interface to this mapping.

The most sensible approach would probably be to implement the
SNMP-COMMUNITY-MIB.  Unfortunately, this does not provide the
full functionality of the existing com2sec processing, so we'd need
a local extension as well.
