This is standard behavior. If the command takes a little while to process the request may be retried. The agent recognizes the retry of a request already in progress and discards it. There is nothing to fix. Any SNMP primer will discuss this issue. Look at the snmpcmd manpage for ways to control the timeout duration and number of retries.
