That looks like an SNMPv1 trap, rather than SNMPv2c.
The nsNotifyShutdown trap is an enterprise-specific trap,
so will be transmitted as
generic-trap = enterpriseSpecific(6)
specific-trap = 2
enterprise-OID = .1.3.6.1.4.1.8072.4
