In the "answer your own questions" department, I was able to get V3
traps working between my 5.4.1 snmpd agent and 5.5 snmptrapd receiver.

  I had a host of problems related to manipulating both ends
simultaneously.  Once I focused on convincing snmptrapd to log local V3
traps with help from the tutorial:

things became somewhat easier.  The hardest (and most crucial part) was
determining the agent's automatically generated Engine ID.  I noticed
that the Engine ID gets written to the agent's persistent store in
/var/net-snmp/snmpd.conf and ended up copying that to the recipient's
configuration.

  Anyway, here are my more or less working configuration files:

logOption f C:/log/snmptrapd.log
createUser -e 0x80001F88803ff10c834c0569cc testtrap MD5 testpassword
authUser log testtrap

[snmpd.conf]

trapcommunity public
authtrapenable 1

createUser testtrap

trapsess -v 3 -u testtrap -l authNoPriv -a MD5 -A ceppassword
192.168.1.129
