It turns out that these entries are not working anyway, so they are probably 
ignored.

I know its reading this config fie since changes to it does affect results.

Do you see anything else that's wrong?

That's not a valid config file for the Net-SNMP agent.
Either you are using a different vendor's agent
   (in which case you should contact them for support),
or else the Net-SNMP agent is reading a different config file
   (in which case you need to check the contents of that file)
