I've just tried those two statemements with that MIB file installed,
and they both work as expected. So there's nothing wrong with
the MIB file itself.
My guess is that there may be another MIB file installed somewhere,
which also defines a TC 'CounterIndex', but with a different range.
(excluding 0)
Though that wouldn't explain why zoneIndex.0 works
Try running
snmptranslate -m "" -On BIND-MIB::viewIndex.0
which will avoid loading any other MIBs.
