Answer: to perform user actions from product (server).
          If a new user need to be add to snmp- I call snmpusm through
"system" call.
          Is there a better way to do that?

Some of the options are specific to snmpd,
others affect the library (and hence all applications)

The simplest is probably to have two parallel builds.
One for just the applications (without the agent)
and one for the agent (without the applications).
