Any chance of giving us a reference to where you found this description? I'm pretty sure it's not part of the documentation for the Net-SNMP project. We don't provide a a "MIB API library", nor a function GetTimeTicks. Neither do we have a section "Implementing MIB-II objects" - since the mib-2 modules are already implemented within the agent. There's no real need to duplicate this work. If you wish assistance with the Net-SNMP project, can I suggest that you concentrate on the documentation that we provide (poor as it may be), rather than looking elsewhere. There are several tutorials and examples of implementing MIB modules on the project web pages. Please start with those.
