"Net-SNMP Toolkit" is simply another way of referring to the main "Net-SNMP" package. This includes a SNMP agent, assorted simple command-line tools and a couple of libraries which are used by these various applications. The libraries can also be used to develop new, dedicated SNMP client applications, which is why the package is sometimes referred to as a "toolkit" - i.e. more than just the commands that are shipped by default.
