While this question is wildly off-topic for this mailing list, I do happen
to know two options.
What you're looking for is usually called a MIB parser. There may be other
good options out there that I have missed.
1. Adventnet/WebNMS Java API (http://www.webnms.com/snmp/)
Free for non-commercial use, reasonable license fee for single-developer
commercial use. Good support terms for the paid version. Not open-source.
I've used this extensively and it's fairly robust. Not only parses MIB
files, but is a fully featured SNMP toolkit.
2. Mibble (http://www.mibble.org/)
Open-source by GPL (i.e. restricted distribution), but commercial license
available if you want to distribute your code. Haven't used in many years,
but it looks like it's still maintained. As far as I know, it's purely a
MIB parser.
