I have a 3c509 that does the same, but it eventually stops and works fine.
Have you tried letting it send the packets long enough to see if it
eventually gets thru that stage and into being accessable by other
computers?

I had this recently... someone correct me if I am wrong, but doesnt
nbprgstr have something to do with network numbers?
