Before running your simple ifconfig(8), try to exec without flags and check to see if there's an IPv6 link-local address auto-assigned.

There should be an existing link-local IPv6 address:
    fe80::[v4-address-rewrite]/64

Also, you can ktrace the process to see which sysctls flail
