Hello. It seems to me I had such issue when I had "lpd=YES" in rc.conf.
All my printers are network ones and I don't have a printer connected to
the parallel port, that's why /dev/lp doesn't exist.

I had the same issue, I solved it by copying
/usr/pkg/share/examples/rc.d/slpd to /etc/rc.d/
