Any idea why NetBSD only has paravirtualized images in AWS and not HVM ones?

The newer generation EC2 instances in AWS cost much less than their
older generation counterparts (while providing more CPU and RAM
resources), but the downside is that the newer generation instances
only work with HVM images.

I don't know anything about Xen to understand the work required for
creating an HVM image, so asking here.
