linphone is in beta for the next release. But the old stable works fine for point-to-point video SIP calls.
The linphone android version in f-droid seems pretty up to date. My impression is that TURN requires almost no CPU time - just forwarding packets around. And if the asterisk server has a public IP address, ICE should be able to find a working candidate without TURN.
