Of cause you can setup your environment whichever way you like it. Most other people may actually want "rm" to delete files completely. The proper solution to your problem is to keep backups on external/remote media. No amount of tinkering with "rm" will save you from local file system corruption, or disk failure, or equipment theft, etc.
