Many thanks for encouraging me.
I have a pkgsrc-account now (thanks Thomas)and put the package in WIP. No errors in pkglint. I have tested a high percentage of the circuit examples supplied by the package and appear to run well. QUCS-S seems to work just fine as a user perspective.

What is the next stage? How can it be reviewed my the experts and eventually imported to the main pkgsrc?

The pkgsrc guide "23.2. Submitting source packages (for non-NetBSD-developers)" does not fully clarify it. I do not even know if the package should pass more tests before reaching that stage.
