IMHO overloading CHECKSUM_HW with different semantics for transmit
and receive was a bad idea. When packets are going through bridging,
filtering, NAT, etc it can be really confusing.

It really should be separate CHECKSUM_HWTX and CHECKSUM_HWRX,
