This happen to me with FC4 and 2.6.17-1.2141_FC4. I have eth0=e100, eth1=8139too and wlan0=hostap_pci. When ACPI is enabled, all works. If acpi=off it hangs for a minute (at stage: Bringing up interface eth1: Determinig IP information for eth1...SIOCSIFFLAGS: Device of recource busy) and then recovers but only eth0 works. But when I put 'acpi=off noapic nolapic' all works again. Strange
