It sounds to me that ethttool needs to have this semantic fix.
IOW, ethttool doesnt differentiate the two items:
a) advertised parameters.
b) link partner negotiated parameters.

and instead #a becomes #b after negotiation.

methinks this needs fixing. Dave? Jeff?
