Long story short, RHEL *does* still have access to the net-snmp-perl and
net-snmp-devel packages through the rhel-9-for-x86_64-appstream-beta-rpms
repo.
Access to that repo is managed through subscription-manager (RHSM) and,
while it is included in my organization's subscription, the server's
connection to RHSM was broken and had to be removed and re-added.
It is disconcerting to note that it is considered "beta" now, lending
credence to the rest of the discussion I started.
Sorry for all the traffic over a "non-netdisco" issue.
