Unfortunately I can't reproduce this with any simple tests.
Given the amount of time the search takes, I wonder if it's DNS related,
like there's some strange setting forcing long DNS lookup timeout on the
name. Just an idea. Normally Netdisco sets quite aggressive/low DNS
timeouts so you don't notice failed results.
If you can run the web frontend in the foreground you can trace the work it
does and the SQL:
DBIC_TRACE=1 ~/bin/localenv starman bin/netdisco-web-fg --workers=1
--disable-keepalive
