I'll see if I can answer this myself after a bit of surfing.
In a nutshell, use:
> cpan App::NetdiscoX::Web::Plugin::RANCID
as the netdisco user.
Now I'll test it out.

Yes but I'd use cpanm instead of cpan:
~netdisco/bin/localenv cpanm App::NetdiscoX::Web::Plugin::RANCID
