When I run:
~/bin/localenv cpanm --notest App::Netdisco
I get Permission denied at /home/netdisco/perl5/bin/cpanm line 49
Current version is 2.80.3, pretty sure I have not upgraded the OS. (ubuntu)

What user are you running this as? It should be the netdisco user
(according to standard docs, or else the different user you used)
perhaps check with ~netdisco/bin/........
