This is more a distribution issue with your linux than it is a netdisco
issue. Your distribution has a supported range of python versions in it,
and if nothing newer, you need a newer distribution update that does.
I'm assuming this is a static distribution with periodic releases ala
ubuntu/debian, rh/cent/fedora vs a rolling release like arch? Might need to
jump to a new major version with so old a python, one reason I stopped
using ubuntu vs arch.

I did a debug run of netdisco-do macsuck and found the message “not in use by
any port - skipping" on several vlans that do have devices. How does it
determine which vlans are in use? Can I override it? I have a feeling that
the mechanism isn’t taking into account the dynamic vlan assignments we have on
our Cisco switches.

Generally I would assume that making sure your python is up to 3.10 is an
exercise for the reader.
I did nothing because Ubuntu's current version is 3.12 and I generally update
the system regularly. I don't use python enough to remember when it upgraded;
but 3.10 was quite a while ago.

If you're running the container version, it should have it's own python in the
image:
