Netdot checks if the IP is within a block that has a forward zone associated 
with it (SubnetZone table), and only creates a record if it finds one.
The following will allow for more flexibility:

* Add a "AUTO_DNS_ZONE" configuration option
* Add a "AUTO_DNS_ZONE_OVERRIDE" configuration option

Modify the code to use the AUTO_DNS_ZONE if the IP block is not explicitly 
associated with a zone. If the AUTO_DNS_ZONE_OVERRIDE flag is on, then also use 
the AUTO_DNS_ZONE even if the IP block has another zone associated with it.
