Hi Vadym,

Static IP addresses whose DNS records are deleted are changed to "Available". 
The reason is that this keeps any usef8ul relationships such as historical ARP 
entries. If an address is "Available" and is seen again in an ARP table, Netdot 
should mark it as "Discovered" again to warn you that something is using it. 

I just read the code again and noticed that Netdot was in fact _not_ doing 
that. Here is a diff with the fix. I would appreciate if you could test it:
