I remember someone else have posted how to display a gif from database.

Most people only do that if the gifs are different all the time.
It is more efficient for the web server to do that work because the web server do a 
great job cacheing them.
If your jif is in one directory you can just use an alias in the web server to point 
to that directory.
Then you can dynamically change the name of the jif if you need to in your nd page.
