IE 3 and IE 4 both support Dynamics frames.
We had the same problem and the solution is:
1) Open the Command Center
2) Highlite the CP Services.
3) Under browser capabilities, make sure that Dynamic Framing is checked
   for IE3 and IE4.
That should fix the problem.
