I belive that the best utilities are:
- nmap (most popular scanner)
- hping2 (great and powerfull tool, lots of features)
- nemesis (allows injecting lots of different packets on the network)
- x (only for testing OS fingerprinting)
- isic (allows injecting some bad packets, with bad cheksums etc)

hmm, no more that i recall of.
Also use tcpdump to examine, what actually happens in the wire :)
