Appreciate the pointer, but a squid proxy is too restrictive - we want to
open up full 100% IP routing once validated so that any protocol will work,
not just the ones a proxy server supports.

A quick glance at the site that the other poster suggested -
http://nocat.net/ - does appear to be quite close to the mark.  Our system
isn't radio based but the authentication and routing requirements are almost
identical.
