Try this: instead of "-s localhost" try "-s 127.0.0.1"
Is the loopback interface up and configured?  It should be in just about 
all cases, even if your other interfaces (ppp0, eth0, whatever) are 
hosed up.  Run ifconfig to be sure, also try pinging it.
