That's odd...
What happens if you change the queueing discipline of your interface
to something different:

tc qdisc add dev ppp0 sfq perturb 5

(This requires the tc utility to be installed (it's in the iproute2
package) and the kernel to be compiled with QoS support)

This attaches a "Stochastic Fairness Queueing" discipline on your
ppp0 device. This queueing discipline is known for treating all
connections that flow through it with equal priority.

If that doesn't help, or you want to know more about tc, I suggest you
take your question to the lartc mailing list (see http://www.lartc.org).
I guess your problem is not strictly netfilter related.
