Michael, I couldn't find anything wrong in the rule set (although, I would have done it differently and would have tried to make it simpler). I'd suggest you to run tcpdump/etherreal for port 80 on both ppp0 and eth0 to see what is going on. You can also change the default policy of the FORWARD chain to ACCEPT and see...
