From what I've seen, MSN runs on whatever port number it feels like.  The port is different if you are in a chat room to a 1-1 chat.

It's easy, simply you need to block TCP/1863, if traffic are passing through an Iptables firewall this rule could help you:
 
iptables -I FORWARD -p tcp --dport 1863 -j DROP
