Don't know what to tell you other than:

a) REDIRECT is only allowed in the PREROUTING and OUTPUT chains of the nat 
table -- "man iptables" makes that perfectly clear.

b) Works here:


[root@wookie root]# iptables -t nat -A PREROUTING -p tcp -s 206.168.119.1 
--dport 80 -j REDIRECT --to-port 3128
[root@wookie root]#
