Hi,
Well I've just checked RFC1035, section 4.2. It's not complicated at all.
If the server response over UDP is longer than 512 bytes, the server will
simply truncate the response and set the TC (truncate) bit to 1 (it's a
field in a DNS packet); hence the client knows it should ideally query
again over TCP...
